I'm collecting all the Silver Keys that I can and well I'm at the key in the Oakvale Memorial Garden. I know in order to get it I must start the Pirate Treasure quest. Ok, how?

Go to the Oakvale Dock area and speak to the guy who runs the chicken kicking competition. He'll ask you to get rid of a ghost problem. Go down the path and speak to the ghost

He is not next to the competition but at the top of the path/road because he is scared to go to the competition area as the ghost is there
