After that cutscene, You'll never see Rosie again. As for the second question, you can't marry her since she's only available in that cutscene and after that, she's gone with the wind.:laugh:

First time I've played I though the same thing: she's supposed to make you marry her, back then I ignored her but later I actually wandered where she is.
Actually her appearance after the early childhood is quite irrelevant.
