Scrap of Parchment

What's the use of it? Is it a book?
I got it from Fort Locke it seems.

Does it say literally "Scrap of parchment" or "Scroll"?

If it is the latter, any character with the "Scribe Scroll" item creation feat (wizards always have this) can cast a spell on the scroll. Provided they have enough gold, the scroll with hold the spell to be cast at a later time.

If it is "scrap of parchment" I have no clue and have never seen it myself.

I'm pretty sure you actually got it in the graveyard from the shadow priest. It's just a minor plot item, I'm pretty sure you dont have to keep it.

Ahhh, that could be it too. I had forgotten about that! Right clicking on it and clicking "Examine" will allow you to read that yes. You get it either off of the shadow priest or in the chest near to him.
