NPC appears busy bug.. but I have the patch :/

I have both ToB and the latest patch for it installed, yet when I play SoA I still get this bug (though its fine for ToB). I do not have the latest patch for SoA, but it won't let me install it beause it says if I have ToB i don't need it

This is a really aggrovating bug, anyone got any ideas on how to stop it?

try the Baldurdash fixpack ?? though thats strange I had the same problem on my first run through after long break.

at first I thought it was a feature that you couldn't speak to people because it seemed random and depended on the time of day. I realised it was a bug and it was gone after patching

Save the game, exit, restart it. I had to do this sometimes.
