This bag comes because you have stored too many items in a certain interior,
You may find that inside the lootbag is some of your items you have dropped in to the stronghold. In Pc the limit for getting lootbag is something like 1000+ items in a certain spot.

If I remember right the items in the lootbag will be erased.
Im not sure about how to get rid of it, but im sure theres some specific command in the console.
I hope that someone more wiser than me will guide you forward.

But there is a way to prevent it: simply don't put an enormous number of objects in a single cell. I've had over four hundred at one time in an alchemy lab and never generated that bag, so if you're going to store things, try spreading them through several rooms.

as I said earlier the ammount of objects in a room (interior cell) has to be something like bit over one thousand objects in PC version to generate lootbag. If someone wants to know the exact number, it can be found from uesp (elderscrolls wiki)
If I remember right, in the xbox version lootbag appears in something like 700 items or more.

Just to clarify... are items that are in chests/desks in a given room counted toward the total number of items in that room?

Im not sure about that... When I had the lootbag I was playing the xbox version of the game. (Since my xbox went broke by lightning strike Im playing morrowind on pc these days) -and it was long time ago

It may be possible tough. But anyway all the items that disappear from their normal positions will appear at the lootbag, so you can get them back from there.

When I got the lootbag it appeared for me in the Hlaalu stronghold (rethan manor??) Anyway it takes some time for you to get the lootbag, I owned the stronghold for something like 2 weeks and added stuff there almost everyday, so it was reeeeeally full.

Yes. It's actually based on the loaded cell: so if you have two adjoining rooms that load together, it counts all objects within that interior cell.
