NPCs WON"T SHUT UP!
OMG I can't take it anymore I'm glad that Minsc is happy and that Boo and hamsters everywhere rejoice, and that Aerie "never expected to be doing such great things."(mocking tone), and franking I don't care for Mazzy's approval. I just want to adventure in peace, how do I get them to shut their mouths!? I'm about to go kill a random person to get my alignment down just so they won't talk to me! I don't know if its a problem with the game or not its just never been this constant its like every 5 secs "I AM SO FREAKIN HAPPY TO BE HERE WE ROCK!" Please help.....I yelled at my monitor today...its affecting me....

Haha, that made me laugh. I can only agree with you that it gets on my nerves as well when I play with a party.
The only thing I can think of without using mods and the like is, as you yourself point out, to lower your reputation to more 'normal' levels. I've actually never heard of a mod that will keep them quiet, but perhaps others can direct you.
Personally though, I would probably just step out of the role for a sec and kill a random person. Just make sure no other civilians see the act, as they would then all turn 'hostile'.

There must be an option somwhere under "Sounds" that controls this. You can turn off sounds for character selection (ie. they won't talk when you select them), I'm sure there's another panel next to it for controlling random outbursts, too.

There are a couple of character-related sound options available. First, you can turn off party NPC responses when you click on the respective NPCs. Second, you turn off their comments uttered randomly throughout the game. There are three settings for each that affect the frequency of comment. Turning off comments does not affect the written inter-party discussions that appear as random dialog, nor does it affect romances.
If you've changed these settings without any affect, try saving, exiting, and reloading the game to see if that solves the problem.

Command and selection sounds can be turned off, although I'm not sure under which category this specific sound falls. Perhaps "battle cries"... ?
