Magic power available percentage?

I don't get this stat. What does this mean? How does it affect the user?

Some of the magical enchantments on the item are more powerful if your magic / tech level is more magical. If it says 100% your mage/tech level is high enough to reap all it's benefits.

well.. for example.. let's say you're using force magic.. you know the Jolt spell right? if you're magic level is high... you can use the Jolt spell only once to kill an enemy... if you're magic level is low it will take a lot more uses of the spell.. and of course a lot more fatigue.
