Don't mistake politicians for leaders. Politicians are nothing more than bumbling fools at the best of times with less finesse than your average zombie. Granted there are gems here and there, but they are rarer than diamonds. Actually, I believe toy soldiers would cause more havoc and chaos, and no one can be prepared to them, but for zombies almost everyone knows how to kill them.
