Dottie, was that in reply to my question?
If so, i guess i wasn't clear enough.
I wanted to know if you can conquer the non-building countries.
Say like Picardy, doesn't allow a build, but i want to add it anyway, can i do that?
Or can i only capture the countries which have the dots in them?

What would be the point? Ownership only matters in dot provinces. So no, you cant make picardy blue.

Yeah i wanted everything to be blue.
That would have been fun, but ok, fine now i will only stick to making the dotted areas blue!
It will be like connect the dots, i wonder what the picture is!

If you're around today Waverly, and not everyone's submitted their build, could you set up a deadline or something? It's only one decision in most cases - the build phase shouldn't have to take this long...

I didn't set a deadline because I thought it was quick, no-brainer.
