That's mostly right.
The Internet has a set of 'safe' colours that are the bare minimum on every computer. Those are displayed on the website I posted earlier and here's [url="http://www.webdevelopersnotes.com/design/1.php3"]another[/url].
When you write a colour code, your computer checks it aginst a list that it already knows, so you don't need to install anything to use it.
There's 216 safe colours and a huge number of possible combinations.

To be honest, I don't know why people don't just use black. In most cases it makes absolutely no difference anyway.
