There certainly can be, in fact there's a glitch exploitation involving deleting the Frostcrag expansion that enables you to gaina copy of every Sigil stone.
Certainly there are also unwanted effects in removing a mod, so one should always think ahead when adding or deleting mods. Obviously if a mod adds an item or spell to the game and you later delete it the items and/or spells will disappear which can have unforeseen side affects.
In general though you shouldn't have any need to remove a mod, not for the lifetime of the character it was installed for anyway. I do pick my mods to suit my character, so I'd have The Thieves Den running if my PC was a thief, but not if he was a paladin.
Frankly I would never have played the game more than once if it weren't for mods, the vanilla game is far too pathetic without mods IMO.

Plug-ins add-ons and mods are all the same thing. In the Elderscrolls anyway. I'm not going to get Vista for a long time. It's not video game friendly at all. Look on the bright side though, pay Microsoft an extra £100 for office and you could make some pretty nifty spreadsheets.
The shopkeeper probably was talking about mods in general where people change the game without specialist programs like the CS that comes with Oblivion. The problem is that in most game shops the people don't know anything about the games they are selling apart from the price.

I think I've confused you and now that is coming back and confusing me.
The thing about MS Office was just a joke about how Microsoft put huge prices on relatively basic products and that Vista is good for nothing but running Ms office.

Magelord is exaggerating somewhat about Vista, I won't move to it until there is really no alternative, in fact I'm more likely to move to Linux in the near future, but it's not really that dire if you have it already. Oblivion should run fine on Vista, and if you do have any problems I'm sure someone on here will be able to help you out.
The problem with Vista, like everything Microsoft, is that it is far too much of a resource hog. It requires far too much hard drive space, and uses up far too much memory, it's what is known as bloatware. However if you have a large hard drive and 2 Gbs of memory you shouldn't have too many problems.
