Yes , Ascension goes before the fixpack. As for SCS II and the Tweak Pack you can go either way - from the SCS II readme - "In general, SCS II should be installed last, or at least: as late as possible ; Exception: the BG2 Tweakpack can be installed after SCS II, since I explicitly allow for its new items."
