I think that mage is actually someone else, as I have gotten the same rumour, but I'm not a mage.

Pick up the telekinisis spell and use it in the shops. Just be sure that you are out of sight of the shopkeeper and do not try to sell it back to the person you took it from.

There's also 2 master sets of all 4 items in the mage shop in Ald'ruhn behind the level 50 lock to the right of the mage with the travel spell. If u're new and still low level NP cause you can mage warp to that town from Balmora and then open the door with the open 50 scroll you get early on

i got at least part of my full set of grandmaster from shopkeepers in town on island east of Vos. i think the name is Tel Mora. i bought mine but it could probably be stolen as well
