The problem happens in save games that are saved in certain areas when you update. I believe it is the 1.21 patch that causes this problem. They have fixed it in the 1.22 beta patch. I recommend you download that or you have to wait until they release a new full update. This only happens in save games that were already made, though, so if you don't want to use a beta patch you can start a new game and it should work fine.

Well this bug has just happened to me, the first time through with patch 1.21.
Didn't happen in the 1.19 I had running upto yesteday.
