Legolas - Fighter
Boromir - Fighter
Frodo - Fighter/Thief
Nope, just too boring.

That doesn't even look right to me anyway, it should be:
Gimli: Fighter/Barbarian
Aragorn: Cleric, but you could try playing him like a Ranger, lol
Legolas: Ranger or Fighter
Boromir: Fighter (Maybie some Bard??? He did have a horn, lol)
Frodo: Rogue (Maybie some Bard as well, he did do a drunken musical number in the book, lol)

1.) Both are evil.
2.) They both live underground.
3.) Both can fight and use magic.
4.) Balrog is not a race in D+D.
I just didnt want to say human or orc, but maybe a tiefling would work as a fighter/sorcerer.

A Balrog is more like the monsters your fighting in IWD2, not a party member. He's more like a Pit Fiend or a Glebrezu or however you spell it.

Tough call.
I like the evil folks.
I'd Sauramon as an option. (He's described as a druid in the book to some extent.) I'd make him Druid/Illusionist
For the good people (these are not based on the company of nine, but characters from the book):
1.) Gandalf. - Aasmiar Wizard/Cleric/Sorcerer(?) (He describes himself as somewhat non human, but one is kept guessing.)- use 3e rules to take the long sword feat. NG
2.) Fangorn the Ent (one of my favorite characters) (wild elf Druid - if he could shape change to a tree - in the least use entangle, spike growth, etc. and earthquake) CN
3.) Bilbo - Bard/rogue Halfling stoutheart (or Frodo to a lesser extent since he was part of the action.) NG
4.) Aaragorn- Ranger Human (He's the head of the rangers) maybe add Druid or Cleric later. - Death's door is the spell closest to the feat he performs with Boromir's brother and Eowyn (The woman from Rohan - not sure of the name) in the last book LG.
[Gimli, Legolas and Boromir are all pretty much straight out of central casting. I do think that boromoir lacks the piety and strength of will to be a Paladin. (He also betrays Frodo whom he has sworn to protect, so that would undo most Paladin like qualities. I'd choose his brother from later in the series for a Paladin.) I'd make the alignments Gimli (Dwarf) - NG, Legolas (elf) - CN, and Boromir (human) LN.]
5.) Eowyn - Human Fighter CG. (Sheild Maiden)
6.) Galadriel (if we want gender balance) - High Elf Druid/Sorcerer CG.
Otherwise use Sam as a stoutheart Barbarian/Bard - High wisdom,low intelligence (he begins to kick butt later in hte series.) CG
Both Merry and Pipin could be fighters or barbarians/rangers. Merry LG. Pippin CG. Merry could make Paladin.

I forgot....
Tom Bombadil - CN Druid/Bard/Illusionist - Race should be 1/2elf 1/2 aasamir. (I guess you could just choose one.)

Nice idea......
I think that's a cool idea, but to make it truly fun, I think you should go with the class/race choices that make the most sense based on the book/movie.
Don't make compromises like making Legolas a druid, just because it will make playing the game easier.
I think the challenge would be trying to get through the game with a party that most closely represents the Fellowship.

here.
The site lists them for BGII, but they should be able to be made to work for IwDII too.
