(Ok, ok ... maybe there's an Improved Mekrath mod around that I'm not aware of but....)

My guess is that the problem is, you're not suppsed to attack him... You should do the quest in the non-violent way... Because you are so low level and he's suuuuuuuuuuuch a powerful wizard...

So, if you choose to attck him, he reacts as the standard Bioware's very very powerful mages that you are not supposed to be able to defeat (Irenicus comes to mind)...
Namely, he cheats
(And still manages to lose as well)

CRE file shows an unnamed ring which grants Stoneskin..
I never fought him before, you know, I'm a non-violent..

Bioware definitely used nasty tricks towards players!

I know that if you attack him when he is blue your attack doesnät work, just like with the mage Edwin wants you to kill. But I went through a dialogue and told him something like so be it then then, onn less wizard hehe. And still didn't damage him after breach...but I guess problem is solved then.

I tended to just clobber Mekrath with The Flail. He wouldn't get a single spell off.
