Well,

Define 'extreme circumstances'.

Who determines what constitutes 'extreme circumstances'? Bill Richardson (the govenor)? Dubya? The next terrorist attack? Why did Richardson immediately establish a state office of Homeland Security upon swearing in as govenor? Almost his first act.

I don't have the answers either.

Personal choice,

True, you can keep them in your house. Not that they'll do you much good when you're on the bus bound for the evacuation center.... (8) all or part of the population from remaining in any designated area within the state if the governor deems such action necessary for the preservation of life or necessary to aid an emergency response, recovery or mitigation. In order to facilitate an evacuation, the governor may prescribe travel routes, transportation modes and assigned destinations and may provide for the availability and use of temporary, emergency housing for evacuees; and......

And just because these can be interpreted as 'simply the definitions of martial law' am I supposed to feel beeter and overlook it?

Perhaps I'm seeing sinister shadows lurking at the edge of awareness, but I just don't trust my government (at any level) to have benign intentions.

Martial Law

Martial Law is enforced by decree (and the point of a bayonet or bullets when necessary). Are you old enough to remember Kent State?

These were simple young men that made bad decisions under stress. Who's to say that the young men enforceing the nest round of martial law will react any better?

How many bodies will it take before the vast majority of the population does 'submit'?

@G'Argst, are you familiar with the international Big Brother Awards? They're held annually in a variety of countries. They're given out as awards to government agencies, private companies and initiatives that have done the most to invade or protect personal privacy. The former receive "Orwells," while the latter (in the US) get "Brandeis awards." (In France, they hand out Voltaires.) Now into their fifth year, the US ceremony is set for early April.

They don't subscribe to your theory of an international conspiracy, but they note the same general tendency among governments to acquire as much information about their private citizens as possible for reasons that remain obscure.
