Yeah, I remember that Delon was in the Gov. District when I once tried being a Ranger, and was brought to him by Gaelan Bayle's assistant (what was that kid's name?).
I usually encounter him in the Bridge district after finishing Nalia's quest and returning to Athkatla, since I usually go there in case I enounter a certain dialogue (i.e: someone coming up to an NPC to initiate dialogue for a quest).

Are you sure that Delon has a set position? In one of my games I found him outside the Adventurer's Mart, in another I found right at the NorthWestern district exit to the Temple district. I have also found him near where you found him, and I can't remember the other places he's approached me.

D'OH! I just kicked her out of my current party because it was pretty clear she and Korgan were going to come to blows.

I have yet to play a completly evil party for fear of getting stopped by the annoying mages and such. However I am playing as a Paladin right now with Jaheira, Minsc, Yoshimo (whom I may drop), and Jan Jansen. I really find the romance with Aerie VERY BORING. Jahiera is much more fun to romance, you gain more items with her.

There is a mod that will keep party NPCs from leaving you because of alignment. It's called Sir Katherine Ut Wistan's Happy Group Scripts, and you can download it from this page.
