I think there is one tenser scroll down in the place just before where you meet the diseased ones in the unseeing eye quest.
I think there is one in firkraags dungeon, same place as the rogue stone.

Yes I think this is right; there is TT before you cross that riddle bridge, afte you fight some spiders, on a ledge near an alter. I think I remember that. I also now think I remember that Improved Haste CAN be found at the scroll-seller near Nasty Neb's hut in the bridge district. He's just a guy/or girl standing in the street, with like 100 scrolls to sell. Go figure!
