Those boots are just normal weapons, and if you check the Equipment section it tells you where to find them. I think they are in the asylum but I could be wrong. I am pretty sure its around that timeframe in the game, it might be in the underdark.

The conclusion here is that Kensai/magee do rule.
The only disadvantage i see with it is the lack of roleplaying, someone once posted that a warrior that has devoted his life to close combat would never one day wake up and want to be a mage, and i agree fully.

But otherwise, Kensai/mage might be the strongest classcombo, or one of them anyway
