Well see I kinda didn't pick me battles too well and got about 10 for each of my stats :P And thats when I found out what those restore attribute potions were all about, and does anyone know if there is a daedric spear?,...

I don't care much for weapons that do elemental damage. I prefer paralyze for 2 or 3 seconds, poison damage or damage attribute enchantments on weapons. For a dai katana I don't think 15k will be enough gold. Besides a daedric dai katana does plenty of damage without any help.

Daedric shrines don't have healing or restoration capabilities. Mages and various creatures in the game often cast attribute damaging spells. I think the greater bonewalker is one of them. Attribute draining or and attribute absorbing spells aren't so bad as the stats come back when the spell wears off but attribute damage must be repaired by either a Restore spell, Restore potion (or by eating some alchemical ingredients who's first listed effect is restore strength) or by using an Imperial Cult shrine. The restore potion or spell must be specifically for the damaged attribute (i.e. Restore Strength). The Imperial cult shrines charge for the healing unless you are a member. A new member gets a big discount and anyone who's gone up in the ranks gets it for free. The Imperial Cult shrines look like stone altars and are located in the Imperial Legion forts and a couple of other areas (like their HQ in Ebonheart). If you are wearing any constant effect enchanted items that fortify attributes like the Mentor's Ring (+10 pts to INT and WIS) you should take them off occassionally to check to see if those attributes were damaged as well. If there is damage (shows as a red number) leave the fortifying item off while you are being restored or it won't get restored up to normal (yellow number) amount. Unlike potions and spells, Imperial cult shrines are generic and restore all damaged attributes at once. If you have the gold buying a complete set of attribute restoring spells is a good investment so you don't have to lug around heavy potions. Temple and Cult Priests often offer them for sale.

I'm not positive but some of those Temple shrines (look like short obelisks) might restore attributes as well.

Getting a bit off topic here. Yes, there are daedric spears. Get them by killing dramora lords. Remember though that the weapon they have is randomized so you may have to kill a bunch before you get a spear. There is one free draedric spear that I know of. Highlight for spoiler:

Go to Berandas, go all the way down into the caverns below the fort and there is a skeleton pinned to the wall with a daedric spear that you can take. Of course you'll have to work for it as the caverns are full of nasties.
