I don't use any heavy or energy burst weapons since the game turns pretty boring, so I like to use the HKG11e and Guass pistol singular shots. I will use the Improved Flamer though for the "Hot Dance" though

I don't bother to beeline for power armour either and just mosey my way through all the towns doing the quests as they come. Killing everything is fun but you earn it by suffering first. Especially more fun when you finish the entire Navarro base at level 16 with nothing but a G11 and a Sniper Rifle.

killing navarro at lvl 16 is a bit late

I am stuck with a pile of work that has to be finished before January 2005. So I will pick up playing Fallout soon.
my stats is (if I remember correctly):
Strength 5
Endurence 5
Perseption 7
Intelligens 7 or 8
Charisma 3 (increased skill points on speech, counters the low charisma!?)
Agility 9
Luck 6

doesn't matter i think

although charisma say's your talking skills will improve, i really think it's not true
it only effects how much part members you can have

and how fast people get mad at you
charisma does however help u persuade people but nothing more

so speech is just for talking but only a few quest require a high speech

yeah, that perk is called "prize fighter". you get it by beating every single challenger in the boxing ring. it increases your H2H skill

well prizefighter gives u bonus for h2h but there is a small nich

when your a male and fight, lose one match then immedialty ask the dwarf to show you your worth and if it's ok u may go in again

and then u get a damage resistance bonus and laser and fire if i am not mistaken dunno exact numbers

but you can get your ear bitten off though
