Nah I was talking about random encounters, special encounters I doubt would be affected negatively by outdoorsman. Luck on the other hand is useful for find those interesting locations, but they're not that hard to find really.

I've read that special encounters are affected by luck only. I recall that u need 9-10 luck to find Cafe of Broken Dreams. I am sure of it, my luck was 7 (thanks to the hubologist in NCR), char was lvl 53 but couldn't find that cafe...

Also having an active motion sensor with u decreases the chance of random encounters.

That's not correct. Like said earlier, Explorer and Scout perks also affect the chance to find them. It could be some special encounters requires enough luck, but those perks will help to find them easier anyway.

my char level is 49 and i take your said perks but i can only find this stupd bridge (i hate bridgekeeper but he has got a very useful robe)

What's you char's Luck?
And even if you had enough Luck to be able to find special encourt, it's still somewhat lucky if you get it. For example I've ever got more than 3 special encourt in one game, even if my char fill every requirement.

my char's luck is 7(thanks to this hubologist priest in ncr) and i take scout and survivor(if i don't remeber wrong i take a perk called cautionus nature)

Yes well, I think 7 in luck is not enough to find anything else than the bridge. I can be wrong but I remember reading somewhere that you need Luck 10 for most special encourters, 9 if you have those perks selected. But I'm not 100% sure of that. But I think 7 is just not enough even with those perks

You don't need luck 10 to find most encounters, most can infact be found with less.... you just - well - need to be lucky.

I don't actually know if there indeed is a hardcoded threshold, but I would find it strange, I've rarely played with more then 7 or 8 in luck at most, and I do recall finding most encounters - including the cafe.
Unfortunally - it is ages ago, but I know I rarely devoted much to outdormans skill other then from books, and I rarely took any perks to help with finding encounters.

So I'd think it is just ... luck.
