I think that as in most aspects of this game, there's more than one way to succeed. Both Keldorn and Sarevok are awesome tanks and with the proper strategy, either one dominates.
For me, most of the secret is in buffing spells. Sarevok is a monster with his Deathbringer Assault and high-level fighter powers. With the right gear and buffs, he slaughters everything. He's also a perfect candidate for dual-classing, since his stats are awesome. You can play Sarevok as a pure fighter and do well with him...or, you can dual him and have great fun. Also, I admit that when I click on an enemy for him to attack, I get a kick out his homicidal laugh.
Keldorn is much more limited by way of options than Sarevok in your party, but the options he has available makes him just as valuable in my opinion. Keldorn can make it happen when you really need it, so taking care of him and buffing him up is the key. As it happens, this is the key for all the NPCs in the game...even Anomen.

does throne of bhaal has enough experience to dual sarevok without being handicapped for much of the game? and does it come fast?

The simple answer is yes, although it will take a while, but not as long as one might expect, especially if you're prepared to spam XP.
There are quite a few opportunities to spam XP, starting with standing on the walls of Saradush, equipping missile weapons that don't require ammo, or has limitless ammo, using the auto attack AI, switching of 'Pause on enemy sighted' then going for a coffeee, meal, walk in the park, treck to the other side of the country and back depending on how much XP you want to spam!
There's also an endless supply of Fire Giants outside what's his name's (the Fire Giant Bhaalspawn) lair where you find the hearts. A few more opportunities after that too.

If you play modded bg2 i prefer Sarevok due to him being a fighter.With bg2 tweaks that extra attack from grand mastery(true gm fix) is priceless.Did anyone mention that sarevok is immune to fear and morale failure?I checked his file and affects with shadowkeeper (has the same immune to effect abilities like the cavalier).Also,deathbringer's assault +improved haste=total mayhem. Moreover, the extra speed factor from gm (remember keldorn is VERY slow),the option to dual (to mage,imporved haste is better than ww IMO) makes him the better tank/dmg dealer.Plus, if you download item upgrade by weimer you can upgrade the Soul reaver by sacrificing Carsomyr and heart of the damned and make a soul reaver with dispel and magic resist

. Totally op. I never play unmodded bg2.It's just not that interesting anymore. I always add content from mods.So there's my opinion. And the best compliment to sarevok is a main char kensai 13/mage x human. Two front line battle mages. Hoora.

Playing with Fixpack which gives true Grandmastery I prefer Sarevok usually unless I am short on clerical power. True Grandmastery is so powerful with the extra attack it grants and with other buffs like Imp. Haste Sarevok is a pure juggernaut if destruction imho.
I also used a tweakpack which updates him to a real Deathbringer.

With GWW everyone has 10 attacks, so the grandmastery cheat even becomes obsolete. There is no way Sarevok can compare to Keldorn. Unless ofc you install mods which specifically help him out.

Paladin is OP, thanks to Holy Avenger.
Inquisitor is even more OP.
Keldon is an Inquisitor ...
Statwise, Sarevok is of course uber, but as a tank, hardly any better than Keldon. And Keldon has these extras.
