Unfortunately, no. JCompton once wrote me that the'd all pretty much moved onto other projects--a sad fate that has happened to a number of excellent NPC mods.

Are you talking about Chloe or Keto? Chloe was made by LucytheBeast, not JC, Bons or other PPG folk But yes, there is no ToB content for Chloe, and won't be (unless someone adopts the project and all that)
The NPC mods that I know to have ToB (or are for ToB) content are: Kesley, Solaufein, Xan, Tsujatha, Saerileth, Yasraena, Tashia, the Longer Road, Kivan&Deheriana. Fade, Nathaniel and Amber are likely to have ToB content in the future.

If I am recruiting Sola or I'm making a push toward a certain rescue early, I find it's not too bad. I complete various minor quests like the Circus, the stuff related to the CC, the gang under the Temple sewers, along with dispatching that bunch of hoodlums in the Seven Vales. These all provide me with enough funds to make said trip
It's a while, but certainly livable, and still leaves all of the major quests for chapter 6.

Can't return to the Underdark after you've gotten Sola, though, can you? So you still have to clear all the quests there before you can leave.

Hmm.. Good point, I 've heard he doesn't appeciate you killing any Drow you come across even if they initiate the attack. I guess the way around this would be to do those particular side quests before you are actually instructed to... It's a bit antithetical to roleplaying, I know... but it is reasonable to suppose that a party could stumble across said areas quite unwittingly.
Or, you can have Sola meet up with you on the surface, so another possibility would be to go through the usual gauntlet after "business" is completed, then rest up and return, taking Sola into your party only after you've properly explored the Underdark.
