I think she means maxing to L4!
..and I can't confirm that drows are leveling slower in Targos, you start with 1.000 EXP away from level 2 as all other races and most of the times you are on par with all non ECL races, maximum one level behind...
...after reaching an average party level of L6 (from this point on EXP will be calculated on the average party level) ECL races increase the amount of EXP your party gets!

...depends on which mods you use and which random items you find - I use some of the WEIDU BS's for this build and you can find some excellent off-hand weapons with great boni and other magic effects...
...and the extra attack with the off-hand will have a much better AB then your 2nd, 3rd or 4th attack with your main weapon!

ahhh, I don't use any mods at all, just playing the good old vanilla game ^^

...ok - then it's up to you...
...for this build you will find an excellent off-hand weapon finishing the battle square and starting HOF you can buy a great longsword in Targos...
I prefer 2 weapon fighting builds in IWD2 for several reasons, but if you like a 2-handed axe this will work fine also!
