is Protection from Undead stacked with Protection from Magic regarded as cheese?

my party is pretty resilient at the moment, but when they were weaker the PU/PM combination seemed to work well in dealing with liches etc - If you give the scrolls to a simulcrum, you don't use them up...

Not in my opinion. PfM scrolls are very limited; two, I think. So you really have to strategize how you want to use them.

Of course they are! ;) Everyone has there own definition for cheese. :) However, against the cheese tactics of a demilich, either is acceptable; unless you are feeling particularly feisty and want to take it on mano-y-mano (without a beserker too).
