Oh, you've got it for the pc, I don't know if I can help you much there, I have it for the 360. But the procedure is like this.
Take out your bow, draw your arrow, go to item menu, click on arrows you have drawn(click to unequip them, not drop), drop the item you want copied(keep in mind not all items can be cloned and I even lost a few items trying to clone), then continue the game. As long as you follow that general guideline then you'll be fine. And I'm sure that you know that the number of arrows you have = the amount of clones it will end up as. And lets say you drop 3 grouped potions at the same time, then you will have 3 times as many items.

Some stolen items can be cloned, I once stole an Akavari Katana from the blades and took it to the Smash and Slash in the Imperial City, and made the copy inside of the smash and slash, I just forgot how many arrows I had and ended up with like 300 Akavari Katanas. And once you clone a stolen item, it is no longer shown as stolen but as fair property. Other items that can't be cloned are really powerful weapons, or at least they can't in my experience. I tried to clone Debauser, but all it did was drop. So yea, you just have to experiment around and see which items work and which don't.
