To get the chamelon and sheild effect, you must have the soul gem that has the sheild and chamelon effect together or you cannot make the item that way.

If you use the enchanting alter in the arcane university who can chose the enchantments with almost ever soul gem i think. but it will cost a good 2000 gold or somthing around that.

What do you mean:
'the soul gem that has the sheild and chamelon effect'

I tought that soul gems do not has effects but charge, and 'I tell them what I want from them'

about the 07:31 PM post.... well I dont understand a word of it.... lol

Umm, since when do soul gems have specific spells you can create within them on armor and weapons? Elder Scrolls 3 and 4 don't do that. Granted, the higher the soul gem the higher the effect, but any soul gem will give chameleon to an armor so long as you have the spell (and possibly a mod with it, dunno how it works really).

I mean like a Sigil Stone for an example... They come with enchantments like sheild and i don't know about chamleon but if you go looking for random oblivion gates and take the sigil stones im sure your probly find one if your luck enough. Once you find one ( if there is one) and can use it on weapons and armour and TA-DAH! sheild and chamelon

and i have bad english to...

Sigil Stones

Sigil Stones have One armor/constant and one weapon/strike effect.I can use them on one unenchanted armor, but that still only one effect. I cant use them on things that are already enchanted ...

Original Question: how can ONE piece of armor have TWO(or more) effects
