Romances *(major) spoilers*
I dont think the Casavir romance was intentional, and it was added last minute since Casavir was suppose to have a quest where you find out that he was Ophala's lover or something but it got cut out from the game. You can still find the quest in the Toolset if you explore it along with some other removed quests like Simmy's adamantine quest.
