It appears the directions are very vague (not to mention incorrect).

Here's where I found it:

When going out the main gate to where you see the fields, go SOUTH to the left. Just before the fence, there is a dirt pile that you can activate.

. Walked back and forth all the way between the fences to find it.. I was looking in the rock pile next to the Ore Director and then the small pile of rocks right at the base of the far north tower..but nothing ever activated there.
