Yeah, no party is going to be absolutely perfect (ie. ultimate), and a well-balanced party is unlikely to be a total loss. As in IWD1, good tactics combined with a decent amount of pre-planning is the key. No party can just charge to victory and pwn every fight.
I wouldn't say that the lvl 9 cleric spells are totally useless, they just don't come close to rivaling the sorc/wiz lvl 9 spells for usefulness. More high level summoning spells frees up more lower-level slots for different types of spells, plus I kind of like Gate. Further, in many cases, the lvl 9 domain spells are quite good - e.g. Bane with Mass Dominate, Lathander with Mass Heal/Meteor Swarm, and various deities offering access to Executioner's Eyes, Horrid Wilting, and WotB.

From my point of view cleric L9 spells are weaker then cleric L8 spells!
...ok you get some extra summoning spells, but the most powerfull creatures you can summon as clerics are undead!
And there are some quite good domain spells, but you just have one per day!
As long as you have one main divine caster (~L25) you don't need s 2nd one having L9 spells or offensive spells at all from my point of view!
But what you just can't have enough is heal and mass-heal!

Oh, I understand that there's no universal "perfect" party, but I think there are "perfect for you" and "perfect for me" parties, which is why I'm trying to form a great party for me, but asking for input from others (as I haven't thought of everything). And I really can't stress enough how much I appreciate this input.

I do agree that cleric lvl 9 spells are less useful than lvl 8 spells, but they aren't worthless. You also have to look at what can take their place. Most of the time I'd take the cleric levels (maybe more for the additional lower level slots) as being more valuable to the character than whatever I could mix in. The exception to that would be a character that's planned from the beginning to be a special build (e.g. HoF melee), but I still like to get the most value, ie. casting options, out of my casters.
