All 3 times I've played through, I haven't been able to get the final body armor, and I must say that's a shame because it looks/is so nice.

Getting the game's top armor from Heather Poe
There's only 1 moment that you can get the game's top armor, and that is when you complete the "Society for the Preservation of Professors" Quest, AKA the Society of Leopold mission. After you kill the "Boss" (not going to name him) and escape from the Society of Leopold, DO NOT go right away to see Lacroix!! This is the part of the game when there is still debris outside the Venture Tower. Go to your Haven instead and Heather will be there.
That's when you talk to her, and she'll give you the armor if you talk to her the right way. If you go see the Prince and he sends you to destroy the Sabbat, she's gone already and you won't be able to get it. So you'll need to time your haven visit carefully.

That was the reason people convinced me to make it available from Mercurio later in the game and at a prize though. After all he is the only vendor not selling any armor in the first place and without a walkthrough most people miss it.

I mean the top armor bought from Mercurio at a patch-
However, Trip doesn't sell any armor either, I guess you forgot about him
. But anyway, it's not like he'd ever have access to such equipment and it surprises me that latter in the game you can buy a lot of guns from him. You should only be able to get it from Mercurio or Tzeng.

Ah, but then, as he tells you when you enter in the final stages, he's gotten his licence.
