The only way I've been able to get the 25 books required for the silver key is to resort to stealing books from houses. For instance, The Trials of Aarken and The Oakvale Raid can only be obtained from houses in Oakvale.

(Note: not all the books listed will work for the quest, as you have discovered. I'll leave it to you to figure out which ones are effective.)

When I was first struggling with this quest, I found it helpful to keep track of each book I gave to the school so that I knew what else I needed to pilfer, I mean, uh, creatively procure in order to finish the quest.
