Odd findinds indeed.
Perhaps the solution is to be found in the fact that most of us run with (bug)fixpacks on top of the official patch.
This could explain the discrepancies we have seen, as I trust anyone here to be just as capable as myself at looking at a character sheet
Incidently, I tested again last night, and my boots of speed offer no extra attack or even half an attack.
As Ha-Nocri is the one who is probably running the cleanest of installs of all of us, I conclude that the boots of speed as per Bioware are meant to offer an extra half an attack along with the increase in speed.
If anyone wishes to confirm, I suppose a clean install with just the patch would be needed, however, to me, this case seems closed.
As for Chens' odd findings, I have no answer, as I believe there is no variable that 'sets' increased amount of attacks at a certain number thereby nullifying effects of other items being worn at the same time with similar effects (as for instance you can with resistances - eg Carsomyr). I am not 100% sure, but fairly confident that this is not an option.
