Try, try again! Unger Hilldark is indeed a Swirfneblin but the key here is the "person gets done to him the same thing that he does to another for punishment" part.
Looks like I found a tough one after all!
EDIT: I used the wrong term for Unger Hilldark. He is actually a Duergar, not a swirfneblin (I had forgotten).
Not that it matters.

Neither of these people are dark skinned and Wellyn's murderer is not short at all if I am not very much mistaken.
I will wait a day on this in case some other people answer and then give a major hint. At that point, you will all be going: "Damn, I knew that!"

I just realized that I seem to have made a mistake in my question though.
I said the short and dark person gets done to him what he did to another. It should actually be "the person that does this TO the short and dark person gets the same thing done to him".
I realized this after loading a game to check the name of the person. What I am trying to say is that the name I am looking for is the name of a person who is not short.
The name of the short and dark person that this person punishes is unknown. The name of the punisher who gets punished in return for the punishment he did to the dark and short person can be found in a dialogue though.
As I said above, this takes place in the underdark.

OK, since I messed the question up, I will say what the answer is: I was referring to Leathel who gets murdered by his own mother for murdering a slave.
This is in a cutscene as soon as you enter UstNatha so I had hoped that people would recognize this.
In the cutscence, Leathal is talking to a Duergar slave (this is the dark and short person) and upon the slave's "go easy on me, I haven't eaten in week" comment, Leathal slays him. Then Leathal's mother comes and kills Leathal because she says that slaves are hard to find and expensive to get but she has other sons.
