Yes, the issues are randomly selected, but you can't get all the issues... For instance, if you have ruled out elections, there's not going to be any democratically related issues. But some do keep coming back.

I just had a tax question, none of the options was really palatable so I went with the most outlandish one (let people decide where their taxes go...

)
The other ones where cutting taxes and cut spending on education and welfare but leave business subsidies in place.
The other one would be tax the rich more (but apparently I already have a very progressive tax regime, see description of country...)
I'd have wanted to cut taxes and cut spending on business subsidies...

There's mostly 3 options, 2 of which are radical and one is just crazy, but they did that on purpose and (probably) had good reasons for it.
