Did you find some kind of border tool? Or imported something from Photoshop?

No, I just have to work through it.

In Photoshop, I basically start with a filled in area, and work from there. I'm attempting to do the same here, however the effects didn't work as well, because I'm unfamiliar with them.

So basically, there is no border tool, you just have to make it all yourself.

And another question, is it possible to do colour balances, as in, painting over a layer with a colour?

Ahh, right. Then I'm even more impressed with the stuff you do. :)

Under the Properties banner thing at the bottom go to Filters, click the '+', go to Adjust Colour and Colour Fill. There you can choose a colour and how 'strong' it is. You can use it on any selected object.

And it's not really all me, this is just a tutorial that I've used a few times, so I know it well.

Oh, and let me warn you, it is my FAR not my best work. However, don't let that put you off, because it could easily be better if:
a) I was used to the program
b) Wasn't trying to rush
c) Knew the program
d) Used the effects better
e) Was good with the program :p

Yeah, I can do that, but as I say, you will need to change a few settings to suit.

I'll give you a link to the original tutorial, if you have any problems, just ask me, and I'll help you sort them.
