I just realized that not many people would know this, so I hadn't posted it before now.
If you cast the mage spell Feeblemind on a non-hostile character and it fails(or succeeds, for that matter), they will not go hostile. So for the truly evil character who wants to get rid of civilians without suffering any consequences, memorize lots of Feebleminds. The best part is that once they're feebleminded, you can cast Polymorph Other and change them into squirrels without them going hostile.
