It occurs to me that the Sheriff might be wise, smart, strong, and immensely powerful, and yet suffer from three defects that would make it more practical to take the role of a follower regardless of how much wisdom and power he might have: Lack of Leadership ability, Docility, and lack of Imagination.

After all, throughout the game he behaves just like a grunt. Not a single thought in his head until LaCriox tells him to do something. Once told, he has no trouble achieving his objective (until your PC, of course), and then it's back to His Master's Leash. He's a St. Bernard - large, powerful, perhaps immensely clever, but just a great big, loyal, eager to please lapdog in the form of a very large Vampire ;)

This attitude befits a Sherif quite well. They need to be proactive enough to protect the city without a prince saying when and where, but otherwise the station really suits someone who likes to be removed directly from responsability for their actions... "Yeah, I killed a car load of Cattiff, but it's the princes law!"...

Someone who is basicly a coward... "So myself, my two deputy Gangrel and my ghouls went down and dragged Tom the Neonate before the Prince."...

Someone who is a bully... "You put one foot out of line boy, and I'll be all over you like blood on a Sabbat!"...

And someone who has all the spine of a yes man, never stepping out of line, always having the good outwards apperance of an honest Cammerilla member and being at the Prince's beck and call. So, yeah, you need the mind of a military commander, the intimidating charisma of Hitler, and all the manhood of a 4 year old. ;)

That isn't to say that every Sherif is like that, just that the one a Prince want's most is. Plenty of Sherifs are Brujah who still hate the opression of a Prince, but the love the freedom to flex their might on their brother Kindred without being put down.
