Driving age depends on the state in the U.S. Some of the southern states have ages younger than 16, I can't remember if they only go as low as 15 or if one may be 14 though..
It is backwards, but it DOES make sense. It's far easier to harm someone with a 2 ton vehicle hurtling down a highway at high speeds than it is to drop your pants with another human being, am I right? I wouldn't be opposed to switching the laws to how it is across the atlantic. It might save huge amounts of money for young drivers on insurance, and young males on lawyers fees for those naughty younger females hitting on them.
