For example it could be usuable in safe resting areas- which could also be quite rare.
About merchants, there can always be some travellers who are willing to parter. Of course, moslty they will have only basic supplies, like arrow and bullets and so on. That way party doesn't have to recall to town every time their inventories are full.

Maybe, but lets say that there is 4 players and NPC, and the stone is restricted to carry out 3 characters at time. Would you think that those 3 actually leave those 2 behind? And NPC can always persuade them to get those two back.That's possible, though it would probably increase your work- monitoring two groups.
