The locket is actually incidental, and not necessary for the progression of the romance.

You've completed all the Xar/Montaron quests? Also, what's the values of your romance variables? You can check them with Shadowkeeper.... Your JAHEIRAROMANCEACTIVE value should be 1, and you can set your JAHEIRAROMANCE value to 1 as well to get the next dialog.

Uhhh yes i did the quest xzar asked me to do...although i am not sure if i did it all. I grabbed the bird in the cage and returned it to xzar. Xzar then turned it back into a human, it was a harper (i forget the actual name but it wasnt montaron) and it killed xzar on the spot...and thats all i've done with that quest.

Do you really have two "JAHEIRAROMANCE" variables? :confused:

Weird...Im not sure what to make of this, but i suppose i read the variables wrong. These are the variables as follows:
JAHEIRACURSED:10
JAHEIRAMATCH:1
JAHEIRARELEASED:1
JAHEIRAROMANCE:434194
JAHEIRAROMANCEACTIVE:1
JAHERIAROMANCE:1
Forgive me in the last post i typed jaheira's name as jaheria for all the variables. That is incorrect as i can now see.
Notice the last variable is spelled the way i thought her name was originally spelled, in other words, its spelled wrong. I wonder if that means anything.
And yes I do have 2 variables that are nearly the same but not quite :/ Now im plum confused.
Perhaps i should...delete the last one?

Ah forgive me for double posting but i have dissected, and solved my problem :)
I appreciate any further assistance that would've been given ;)
The problem lay within the last variable, for some odd reason that wasnt supposed to be there, so i removed it. And I got another dialogue :)
