I'm at the broken hills and I met some dudes who want to kill the mutants in town. I say "I'm gonna report you!!!", they say "don't think so". We fight, I win. The thing is, everybody wants me laying down in a pool of my own blood. What the hell is that?

Did you attack the dudes first, or did they attack you due the dialogue options you chose? If you attacked first, then the game thinks that you just attacked some innocent bystander, and thus your reputation in town drops and usually most of the folk turns hostile again you.
Truth is, I can't remember any of such group in BH that would attack you first due the dialogue, and thus the case I represented above is close to truth.
