I almost never seem to find Foebane in WK level 1 - why is that?

If you go there at too low a level, the monster holding Foebane won't spawn.

which exactly is the minimun level?

aaahhhh!!!!

that makes sense - I start on WK early so that I can get the xp and a few nice bits of kit. sometimes it is VERY challenging. I'd assumed the same creatures spawned irrespective of level, although saying that, the Machine Level does vary somewhat.

I'm leaving the Demagorgon level for ToB so my gear can be ported across to that by being stored in the cupboards on level one.

are there other items held by creatures that may not spawn?

I noticed the lack of items spawns the one time I went through Watcher's Keep early in the game. If I remember right, Usono's Blade won't spawn at an early level, either.

Now, I just wait until I'm done with the rest of SoA or until I am in ToB to clear it.

I seem to get U blade no matter how inexperienced I am.

notice that the Knights don't want to let you take on the quest if you are low level. there is too much good stuff such as the ammo belt to pay heed.
