Most of the good non-magic and magic bows in the game appear as random leveled loot on NPCs and in containers (the higher your level, the nicer the loot is). Glass and Daedric bows do the most damage, but you only tend to find them if your level is 20 or higher. Elven bows are decent at mid levels, and at low levels silver is about the best you can expect. Raid bandit lairs like Vilverin, kill the bandit archers and take their non-magic bows (you can enchant them yourself if you've advanced far enough in the Mage's Guild). There's a really nice magic bow called Hatred's Soul that spawns randomly only inside Oblivion gates. I only know two magic bows you can buy:

Bow of Infliction (buy it at the Archer's Paradox in Bravil - mediocre enchantment but good base damage and doesn't need recharged very often).

Bow of Infernal Frost (if you're a member of the Dark Brotherhood, buy it from M'raaj-Dar at the sanctuary, good base damage and good enchantment but it needs recharging pretty frequently so carry lots of soul gems if you use it).

There's also a sweet bow you can get as a quest reward (spoiler):

If you fulfill the contract and also meet the special conditions for the Dark Brotherhood quest The Lonely Wanderer, you will get Shadowhunt as a bonus (good base damage and powerful enchantment).
You could also try searching the equipment database here:

Stong Bow? Spoilers - maybe

Do you mean a Daedric bow? There are all sorts of "destruction and illusion school" enchantments you can put on a bow. Or you can just summon a Daedric bow with the right conjuration spell. That way you never have to repair it. I like to put a Weakness to Fire (or lightning, or frost) enchantment on my bow set to 100% weakness and then use a ranged spell matching the weakness to get a quick kill. Use a black soul gem with a grand sole trapped in it to enchant the bow for the more shots between rechargings). Paralyze enchantments also work well but will not work on vampires. For killing certain monsters (for example, gloom wraiths and daedric monsters if I'm not mistaken) you need a either a daedric bow, a silver bow with any type arrow, or any bow (other than daedric) firing silver arrows. Otherwise only the enchanted part of the arrow/bow will have any affect. All conjured weapons, like the bow, will be daedric and will kill anything. Just as important is your skill level with the bow. At 75 proficiency you have a chance of knocking down the target and at 100 you have a chance of paralyzing the target. Also you get a 3X mutliplier if you are in sneak mode and undetected or under 100% chameleon.

Everlasting Soul gem (spoiler)

Spoiler: Yes there is an everlasting soul gem - its called Azura's Star and you get it as a reward for completing the Azura shrine quest. But whatever soul you've trapped instide will act just like any ordinary soul gem. The star is infinitely reusable but that's the end of it. A single use black soul gem with a human soul trapped in it will be more powerful for enchanting generally. Sigil stones are even better if you can find one you like. Any bow would be "ever enchanted" but it will still need to be recharged so there is little to be gained using Azura's Star unless you are out of grand or black soul gems.

But actually now that I think of it, this is a bow we're talking about, a weapon, and never have I ever seen a weapon that doesn't runs out of enchantment. Sure you could get one from a shrine but I have gotten items from other shrines that still have limited enchantment. Now a bow with a special power or a special look, that is what you'll most likely find at a shrine that will have a bow to offer as a prize.

None of the daedric shrines offers a bow of any kind as a reward. You are correct in realizing that weapons cannot be embued with Constant Effect enchantments like you were able to in Morrowind.

You can create a better bow than Hatred's Soul yourself if you have a Daedric Bow and a gem with a Grand Soul in it.

The answer to your question seems to be it's only in the Chorrol Oblivion gate.
