Chapter 3 NPC's won't spawn (possible small spoiler)

hey,
I started playing Baldur's Gate again a little while ago. Cleared the Nashkel mines, went to the bandit camp, but when I try to find Officer Vai to sell off the scalps she's nowhere to be found. Thesame goes for Nimbul, who is supposed to come out and try to kill me in Nashkel.
I've tried loading a few saves and I restarted the game, but nothing changes.
I have the latest patches installed and I don't have ToSC or any mods.
Does anyone know how to fix this? Thanks in advance.

You did loot the papers from Mulahey to move to the next chapter, right?

Yes, I looted all the letters. I'm halfway through chapter four atm.

I think that your problem is that you are supposed to go to Officer Vai before you go to the bandit camp. She sends you there, then you go back with the scalps. However, if that is your only problem, you have only lost money, one point of reputation and the shield. You should be able to finish OK without them.

Curiouser and curiouser said Alice, the same thing has just happened to me.
Like you, I got the letters, I got the reward from the mayor, but Nimbul hasn't spawned, the little girl who sends you to see Officer Vai hasn't spawned, Elminster hasn't spawned and the mage upstairs in Beregost hasn't spawned. I'm wondering how you got the bandit camp on your map. I'll try finding the bandits south of the friendly arms inn, but if that doesn't work, has anyone got any ideas?

You could try using the console to spawn them yourself WG, or prowl around Larswood or Peldvale. Hopefully Raiken or Teven will spawn, and you can continue that way.

I aready looked for Teven and he wasn't there either. Only one hope left I suppose. I was wondering if it possible to use SK to sort this sort of problem as I am not at all familiar with CLUA.
