is minsc lacking 2 L1 spell slots?

ok i imported my game from bg1 a level8 guy and when i began the game minsc was level8 also. now i'm 13>mage 11 and minsc is about 15 level and he only has 3 level 1 spell slots i wonder is he lacking some.

no. he's not
rangers get only max 3 spells slots from level 1 to 3

ok. i thought he should have more cuz u gain spells starting from level 8 and he came with a empty spellbook level 8. thanks for clearing that up.
