How do magic strikes work?

I picked up the Winter Dagger in the Ulm tunnels, and it says it's got a Level 3 Magic Strike. How do I activate it? Does it happen automatically, or randomly? I'm playing a rogue, do I have to be a wizard to use magic strikes?

To use the Ice Strike, you have to have a class that can train the Magic Weaponry skill (to 3, of course).

other than needing lvl3 magic weaponry the weapon will preform the strike automatically(just need to attack). from what i have noticed poison is worthless. cold is the best by far and fire does add a little extra dmg. i havent used too many weapons with rune or nether strike but they seem to work like fire.
