NRC Sheriff

I'm playing Fallout 2 and right now I'm in NCR. My problem is that I can't find Sheriff Dumont. I've looked all over the place and he isn't there. Is there somthing I have to do for him to appear?

No, he should be at the corner near the store/casino. No requirements. But it might be he's only there during daytime.
